Banking crises in both America and Europe have cost taxpayers billions, as well as contributing to continued reessionary pressures around the World.  While legislators and regulators have offered the appearance of reform, the substance of such reform has only extended an existing failed framework of bank regulation. Calabria offered an analysis of the dominant framework for banking regulation, along with proposals for reforming that system to avoid future systemic banking crises.
